श्री विजयपुरम, 31 अगस्त 2026: भारतीय कृषि अनुसंधान परिषद–केंद्रीय द्वीप कृषि अनुसंधान संस्थान (ICAR-CIARI), श्री विजयपुरम, अंडमान एवं निकोबार द्वीपसमूह ने आइलैंड फिशरीज एंड मरीन सर्विसेज स्वयं सहायता समूह (SHG) के साथ 31 अगस्त 2026 को नॉर्थ बे, दक्षिण अंडमान में समुद्री मछलियों के पिंजरा पालन (Cage Culture) के प्रदर्शन, संवर्धन एवं तकनीकी सहयोग के लिए समझौता ज्ञापन (MoU) पर हस्ताक्षर किए।
इस समझौते का उद्देश्य वैज्ञानिक एवं सतत समुद्री मत्स्य पालन तकनीकों का क्षेत्रीय स्तर पर प्रसार, क्षमता निर्माण और प्रौद्योगिकी हस्तांतरण को बढ़ावा देना तथा स्थानीय मछुआरों एवं एसएचजी सदस्यों के लिए पिंजरा आधारित समुद्री मत्स्य पालन को एक व्यवहार्य एवं अतिरिक्त आजीविका तथा उद्यमिता के अवसर के रूप में विकसित करना है।
डॉ. जय सुंदर, निदेशक, ICAR-CIARI, ने समझौते के अंतर्गत प्रस्तावित सहयोग के विभिन्न क्षेत्रों पर चर्चा की तथा एसएचजी को भविष्य में सहकारी समिति के रूप में विकसित करने की दिशा में प्रयास करने का सुझाव दिया, जिससे गतिविधियों का विस्तार, संस्थागत सेवाओं तक पहुंच तथा दीर्घकालिक लाभ सुनिश्चित किए जा सकें।
डॉ. एम. मुरुगानंदम, प्रमुख, मत्स्य विज्ञान प्रभाग, ICAR-CIARI, ने कहा कि यह सहयोग संस्थान की वैज्ञानिक एवं तकनीकी विशेषज्ञता को क्षेत्रीय हितधारकों के अनुभव एवं उद्यमिता से जोड़ने की दिशा में एक महत्वपूर्ण पहल है। उन्होंने बताया कि यह पहल अंडमान एवं निकोबार द्वीपसमूह में पिंजरा आधारित समुद्री मछली पालन का एक व्यावहारिक प्रदर्शन मॉडल विकसित करने तथा इसे वैकल्पिक एवं अतिरिक्त आजीविका के रूप में बढ़ावा देने में सहायक होगी।
डॉ. किरुबासंकर, वरिष्ठ वैज्ञानिक, ने पिंजरा पालन के लिए संभावित क्षेत्रों तथा सुरक्षित एवं प्रभावी पालन हेतु आवश्यक सावधानियों और स्थल-विशिष्ट पहलुओं की जानकारी दी। डॉ. प्रवीणराज, वरिष्ठ वैज्ञानिक, श्री चित्तरंजन राउल एवं डॉ. जेस मारिया विल्सन, वैज्ञानिकों, ने ICAR-CIARI द्वारा संचालित मछली स्वास्थ्य निगरानी, रोग प्रबंधन तथा पिंजरा आधारित समुद्री मत्स्य पालन संबंधी पहलों की जानकारी दी।
ICAR-CIARI द्वारा एशियन सीबास (Lates calcarifer) के पालन का प्रदर्शन HDPE के गोलाकार समुद्री पिंजरों में किया जाएगा। ये पिंजरे ICAR के अखिल भारतीय नेटवर्क परियोजना (AINP) ऑन मैरिकल्चर के अंतर्गत मत्स्य विज्ञान प्रभाग द्वारा उपलब्ध कराए गए हैं। संस्थान द्वारा पिंजरा स्थापना एवं प्रबंधन, जल गुणवत्ता, गुणवत्तापूर्ण मत्स्य बीज, स्टॉकिंग, आहार प्रबंधन, मछली स्वास्थ्य एवं रोग निगरानी, जैव-सुरक्षा तथा उत्पादन प्रबंधन में तकनीकी मार्गदर्शन प्रदान किया जाएगा।
इस सहयोग से प्रौद्योगिकी हस्तांतरण, क्षमता निर्माण, उद्यमिता तथा वैज्ञानिक, सतत एवं आर्थिक रूप से व्यवहार्य समुद्री मत्स्य पालन को बढ़ावा मिलने की उम्मीद है। साथ ही, द्वीपों की विशिष्ट परिस्थितियों में पिंजरा पालन की उत्पादकता, आर्थिक व्यवहार्यता एवं स्थायित्व से संबंधित क्षेत्रीय स्तर के आंकड़े एवं तकनीकी ज्ञान विकसित करने में भी सहायता मिलेगी।
समझौता ज्ञापन पर ICAR-CIARI की ओर से डॉ. जय सुंदर तथा आइलैंड फिशरीज एंड मरीन सर्विसेज एसएचजी की ओर से श्री महादेव मलिक, सचिव एवं श्री परशुराम मोहंती, सदस्य ने हस्ताक्षर किए। श्री डी. करुणाकरन, वरिष्ठ वैज्ञानिक, ने समझौते के हस्ताक्षर एवं दस्तावेजों के आदान-प्रदान में सहयोग किया। कार्यक्रम का समन्वय श्री चित्तरंजन राउल एवं डॉ. जेस मारिया विल्सन ने किया।
बैठक के दौरान द्वीपों में फ्लोटिंग फिश फीड के स्थानीय उत्पादन की संभावनाओं पर भी चर्चा की गई, जिससे गुणवत्तापूर्ण आहार की उपलब्धता बढ़ाने, परिवहन लागत कम करने तथा समुद्री मछली पालन की कुल लागत को घटाने में मदद मिल सकती है। मछली रोग निगरानी, स्वास्थ्य प्रबंधन एवं निवारक उपायों को सुदृढ़ करने पर भी विशेष जोर दिया गया।
आइलैंड फिशरीज एंड मरीन सर्विसेज एसएचजी में 10 सक्रिय सदस्य हैं और समूह ने पहले ही चार GI पिंजरे स्थापित किए हैं। समूह की पिंजरा आधारित मत्स्य पालन को एक स्थायी आजीविका गतिविधि के रूप में विकसित करने के प्रति मजबूत प्रतिबद्धता है। ICAR-CIARI के साथ यह सहयोग एसएचजी की तकनीकी क्षमता को सुदृढ़ करते हुए अंडमान एवं निकोबार द्वीपसमूह में वैज्ञानिक समुद्री मत्स्य पालन, आजीविका विविधीकरण और स्थानीय उद्यमिता के लिए एक प्रभावी मॉडल विकसित करने में योगदान देगा।
The ICAR-Central Island Agricultural Research Institute (ICAR-CIARI), Sri Vijayapuram, Andaman and Nicobar Islands, signed a Memorandum of Understanding (MoU) with the Island Fisheries and Marine Services Self Help Group (SHG) on 31 August 2026 for the demonstration, promotion and technical support of marine fish cage culture at North Bay, South Andaman.
The MoU aims to facilitate the field-level adoption of scientific mariculture practices and demonstrate the potential of cage-based farming as a viable and sustainable livelihood option for local fishers and SHG members.
Dr. Jai Sundar, Director, ICAR-CIARI, discussed the areas of collaboration envisaged under the MoU and encouraged the SHG to consider progressing towards a cooperative society to enhance the scale of operations, access to services and benefits, and long-term sustainability of the initiative.
Dr. M. Muruganandam, Head, Fisheries Science Division, ICAR-CIARI, highlighted that the collaboration would facilitate the convergence of scientific and technical expertise with the experience and entrepreneurship of field-level stakeholders. He informed that this collaboration is an initiative to provide a practical model for demonstration of successful cage-based marine fish farming as an alternative and supplementary livelihood opportunity in the Andaman and Nicobar Islands,
Dr. Kirubasankar, Senior Scientist, briefed the participants on suitable potential zones for cage farming and the important precautions and site-specific considerations required for safe and efficient cage culture.
Dr. Praveenraj, Senior Scientist, Shri Chittaranjan Raul and Dr. Jess Maria Wilson, Scientists, highlighted ICAR-CIARI's ongoing initiatives in fish health surveillance, disease monitoring and the development of marine fish farming through cage-based systems. These technical services will be extended to the SHG as part of the collaboration.
The team of the ICAR-CIARI stated that it would provide technical guidance and demonstrate Asian seabass (Lates calcarifer) culture in HDPE circular sea cages, fabricated and made available under the All India Network Project (AINP) on Mariculture, ICAR through the Fisheries Science Division.
The collaboration is expected to strengthen technology transfer, capacity building, entrepreneurship and field-level adoption of improved technologies promoting scientific, sustainable and economically viable mariculture practices among local fishers and SHG members in the Andaman and Nicobar Islands. It will also provide a platform for generating field-based data and knowledge on the performance, economics and sustainability of marine fish cage culture under island conditions.
The MoU was signed by Dr. Jai Sundar on behalf of ICAR-CIARI and Shri Mahadev Mallick, Secretary and Sh Parsuram Mohanty, Member on behalf of the Island Fisheries and Marine Services SHG. Shri D. Karunakaran, Senior Scientist, facilitated the signing and exchange of documents. The programme was coordinated by Shri Chittaranjan Raul and Dr. Jess Maria Wilson.
As part of the collaboration, the Fisheries Science Division of ICAR-CIARI will extend technical support and guidance covering the major components of cage-based marine fish farming, including:
• Cage installation, mooring and operational management
• Water quality monitoring and management
• Fish health and disease surveillance
• Seed quality and certification
• Stocking density and stocking practices
• Feeding and feed management
• Growth and survival monitoring
• Biosecurity and disease prevention
• Scientific management of cage culture systems
• Technical interventions to improve fish survival, growth and production
During the interaction, the team also discussed the possibility of local production of floating fish feed to improve the availability of quality feed, reduce transportation-related costs and lower the overall cost of marine fish farming in the Islands. Strengthening fish disease surveillance, health-care interventions and preventive fish health management was also discussed as an important area for improving production efficiency and farm-level profitability.
The Island Fisheries and Marine Services SHG, comprising 10 active members, has already installed four GI cages for undertaking cage-based fish culture and has demonstrated strong commitment towards developing cage farming as a sustainable livelihood activity. The partnership with ICAR-CIARI is expected to strengthen their technical capacity and facilitate the transition towards more scientific and productive cage farming practices.
